heater valve - open or closed?

Woke up to about -30C this morning.  Car started fine (was not plugged
in) but even after I get a reading on the temp gauge, the inside air
still blows cold.
I checked the heater valve and it is down (looks like vacuum is not
applied, so the arm is in the relaxed position)  Does anyone know if
this is open or closed?
 
I felt the hoses and they are pliable and warm, but not as warm as I
would expect after idling for a while.
