heater valve - open or closed?

The preventively-replaced heater valve on the bench in my garage looks like 
it's relaxed and open, allowing the free flow of coolant (if it were installed 
in a car, anyway). Presumably that's the safety power-loss default of the 
climate control - hot air to the defroster.
