Dave, the machinist I go through handles tool steel routinely and yes, its a
bitch but not outside the realm of what is and isn't machineable.  Grade
12.9 steel?  No problem.  Carbide bits can handle just about anything you
throw at them.

Personally I'd just stick with 4x108mm.  Many wheels would be decimated if
you had them redrilled for a different pattern.  I suppose only wheels with
lug-covering center caps would be alright for re-drilling and then you'll
need to have a machine program made for cutting a ball or tapered seat at
the bottom of the hole....if the tools can even reach that deep.
