cold start weirdness

Last night my 5ktq had trouble starting after running for 15 min then
sitting in the 0F temperatures for 30 min (caught from Huw??). I had to
cycle through the cold start diags a few times to give it enough gas to
start. After that it ran fine and started ok this morning (-8F). This
appears to be different from the fuel relay problem I fixed earlier. Any
theories as to what happened with the CSV control/sensors? Could it also
be a lean idle mixture?
