In what context?

Appearing in a word, it's pronounced like a "ss", and it's quite OK to write it that way if
you don't have a ß on your keyboard.  With your keyboard, you might write "Tassenstossel" and
a receiving German would be quite happy.

If your refer to the letter by its name, it's "ess-zed" - formed from the ligature of the long
"s" followed by a conjoined normal "s".  You can see that in the shape - the old f-like s
followed by a normal one.
