Somebody correct me if I'm wrong, but I believe that's the carbon 
cannister.  Its an emissions device that collects gas fumes (from the tank) 
and releases them back into the IM via a frequency valve.  In most cars its 
imbedded in the RF fender so its somewhat invisible.
