The ride height effect of adding hi pressure shocks is very minimal. THe high gas pressure in the shock is there to keep the dampening fluid from foaming under hard use, not to provide significant extension force.
I too needed raised ride height for adequate ground clearance be be able to get through deep snow in Alaska winters. Threaded coilovers are the "correct" way to provide adjustable ride height, my $10 solution is at; http://www.audifans.com/pipermail/quattro/20020927/062581.html

I was under the impression that if the shocks in question were
_high_pressure_ gas shocks that always push out, then they could raise the
ride height a bit. And Bilsteins are, right? Of course I also understand
that the task of holding up the car is the spring's.

FYI.
Shocks do not control ride height, the spring does.
Stock springs will ride at stock height regardless of the shock you install.
