Because, as pointed out, it is the springs that support the car. The
shock, or damper, just sits there and stops it from bouncing over and
over after a geometry shift.

Don't you answer your spam? Heck, I could forward 40 emails a day to
you offering to solve both those problems!
But, in a more serious vein, get a set of 80/90Q springs. Those are
heavier cars, so the springs are stiffer/taller and will raise your 4kq.
i have seen one that supposedly had this done, it rode about that inch
or so higher that you are looking for.
Have no idea if they will fit the 4kq perches, though, that car might
have had early 80Q strut housings on it as well.
Or as someone pointed out, cut off the spring perches and move them up a
a bit. No guarantees as to how it will ride, of course. A coilover
conversion will, of course, get you *exactly* what you want, and be
adjustable.
