As far as I understand it, on a suspension that incorporates shocks (dampers) within the coil springs (MacPherson strut, double wishbone, etc), the ride height is determined to a degree by the spring height when compressed, but also by the location of the lower spring perch on the strut. Hence the adjustability of threaded-perch coilovers.
So if the distance between the lower perch and the shock's attachement point on the lower control arm is different than the stock item's, the Bilsteins could very well produce a different ride height than the stock items. The stiffness of the shock has nothing to do with it.
