Two things to do.  Neither are fun in the cold!  One, get under the 
engine with a voltmeter or test light and measure voltage from the small 
starter terminal to ground while the key is turned to "start."  There 
are often two small connections, make sure you check the right one (the 
other sends battery juice straight to a few places while starting).

No voltage means the problem lies elsewhere - ign switch, alarm issues, etc.

If you get 12v there, put key back in "run" and carefully put a jumper 
between the big battery connection and that small terminal (this will 
activate the starter if it is still good).

Also make sure there is battery voltage at the big terminal, I suppose.

Be careful under there, wear glasses, be careful of big nasty shorts, 
since that battery terminal is unfused, etc.

If the starter is the only problem, yes.  If it's the battery (which it 
sort of isn't - you get bright lights, etc.), maybe not.  If it's the 
ign. sw, yes.  If it's the alarm, I don't know how much it interrupts.

In this cold, if you can afford it... that might be a good way to go.
