Maybe Canada.  I've seen more than a few high end German Euro spec cars
that made their way here via our neighbors to the north.  A friends shop
just did a US compliance on a Mercyless Benz, borrowed the cluster and a
few other bits off a US spec. car and then swapped them all back after
the inspection.
