The type 89's heater system is supposed to have hot coolant flowing through
the heater core at all times, and the air temp is adjusted by mixing
cool ambient air with the heated air via air flaps.  So, if you're
getting no heat, either your coolant thermostat is stuck open, the
heater core is clogged, or the air flap isn't opening up the heated air
passages.
