Unfortunately no heater valve under the dash.  It sounds like your heater
core is plugged and not letting the hot coolant through.  I believe that the
'IN' hose to the heater core is on the left looking from the front if the
car.  Both hoses should be hot though.  I just got done replacing the heater
core on my '88 80q and while definitely not a quick an easy job, it wasn't
that bad really.  It took about 4.5 hours and you do have to remove the
entire dash.  I would send a picture of what it looks like torn apart but it
is not for the faint of heart.
