Windows and Sun Roof not working.

The patient: '87 5000 CS TQ

I thought someone else had solved my problem when I read this thread 
just recently, but when I took the rubber boot off the wires in the 
driver's front door hinge area, the wires to the window control unit 
were all intact.

The problem is that all 4 windows and the sunroof stopped working at the 
same time. The power mirrors and the seats still work. The seat position 
memory doesn't, but when I examined those wires, there were about 6 
broken, so that's explained.

I tested the continuity of the thicker red/green stripe wire from inside 
the footwell to the control unit and the wire is conducting electricity. 
but I believe it should have power when the key is turned on, and it 
doesn't. Am I testing the correct wire? It is red with a vomit coloured 
stripe. Shouldn't it have a 12 volt charge with the key on?

Where is the contact breaker anyway? Is there a fuse somewhere not 
documented?
