No fuel on 86 4kq

I have recently installed a new engine in an old 86 4kq that i got and when i went to test it today i realized that i was getting no fuel to the distributor. I have been through the archives about this and have been able to check a few things, but i still have a few questions. I replaced the relay with a known good unit. I only put a few gallons of gas in the tank, should i put in more? The car sat with for a while and when i got it the tank was bone dry, i would assume that it had been dry for a few years. I have no experience with fuel pumps so i am a bit cautious.
I would assume that the next step would be to check voltage at the pump. What is the proper procedure for this? If there is voltage then can i assume that the pump is bad or is there somthing else to check? If the pump is bad is it difficult to replace?
Also, when i turn the key to the run position i noticed that the charge meter down by the diff-lock switch doesnt light up. I did move the battery to the trunk, is there somthing i forgot the reconnect or is the meter dead?
You guys have been great with all your help in the past and i appreciate it. For all of you who have responded to my post about parts i havnt forgotten about you and have been working on getting the parts pulled, it seems that work and trying to get my daily driver running have been taking up more time then i would like it too.
