Is the Touareg even considered a car? It weighs 5600lbs, and is definitely
an SUV. Weren't there different, less stringent emission and safety
standards for SUV/light truck applications?

Probably true.  Apparently some states require a trap oxidizer (similar
to a catalytic convertor on a gas engine) for diesel cars, and
I read somewhere that our diesel fuels are not low enough in sulfur
content for the trap oxidizer to function correctly, or something
like that...
