Yes, the ISV gets gunked up and needs to be cleaned over time.
Depending on the engine and injection system, the idle may or may
not need adjustment.  On a CIS-E (not CIS-E3) which I think your car
is, the basic idle speed should be adjusted with the idle stabilizer
unplugged.  Otherwise turning the idle screw on the throttle body
will have no effect until it's grossly out of range, because the
idle stabilizer will try to compensate.
