Try cleaning the switch in the stalk.  Something as simple as brake 
cleaner can work, btdt years ago.

I'd also recommend checking the brake/clutch pedal switch resistances, 
and shooting some cleaner in them if they aren't close to zero ohms. 
Close, meaning under 1 or 2 ohms.  When I was tightening up the C/C in 
my coupe they measured around 50-70 ohms, and only made contact at the 
very last part of their travel.  After cleaning, they read a fraction of 
an ohm and there was almost an eighth of an inch of "closed" reading.

There is also a file somewhere on my web site about cruise 
troubleshooting, though you shouldn;t need more than I've written here 
to get it working right again.
