Re: the taillight ...
I recently re-sealed the leftr rear taillight.  Water had been leaking in
and it did some damage to the electrical connectors, so it's likely there
is a ground fault there.

Re the Speedo ...
You are right that this is one of the symptoms of the instrument cluster
fault... I've repaired these before, and should have known.  All the others
I've seen acting up caused a bouncing speedometer needle, this one doesn't
bounce but it still seems like the prime suspect.
