A4 headlights

Customer has a 96 A4Q, headlights don't come on unless you go into the
"optical horn" mode.  Is it gonna be like the T44s, a bad switch?  Or is
there a headlight control unit?  Any and all knowledgeable assistance will
be seriously appreciated.  I don't seem to be able access any wiring
diagrams on my Bentley CDs, but that's another question.  BTW, we still
haven't determined the cause of the poor starting problem on the 4K, but the
replies were instrumental in evaluating the strategies for taking another
look at the problem.  TIA, John
