The meter should be in series with the circuit.  But yours is broken, I 
think.  Try another one.  It also might not be the meter, it might be 
whatever harness, wires, or leads you are using to hook it up, too.

But I don't think a 1.01 mA reading whether the engine is *on or off* 
tells you anything about the engine.  I suspect that all you're doing is 
testing the test equipment, and it's failing.
