To add to this, my 91 200 20v had a very similar problem when I got it. 
But from a different cause. The small plastic washer on the cruise 
control actuator broke, letting the lower part of the rod flop around. 
Occasionally, but rarely the rod would hit something that kept the 
throttle open enough to idle around 3500 rpm. Took me a few times to 
figure out what was happening. As soon as I found the culprit, I pulled 
the system off.

Speaking of....I don't have a FA yet, but can you still buy the little 
plastic piece that fixes the rod to the end of the actuator?
