More like emissions certification and crash testing(which requires
several cars, even more if there are different drivetrain models,
since each version must be tested). Then there's marketing,
sales+service training, the factory repair manuals...all of those
costs are distributed across the number of cars you bring in...
I'd be willing to bet the FCC even gets in on the act given all the
electronics these days...
