Fun with parts identification - type 44 bumper bellows

I have four Canadian 5TQs.  They are badged 5000CD.

All of these have the gasket / whoopicushion / bellows.  Well, actually, one
does not since I left it off when I installed driving lights.

I believe the purpose of this "gasket" is to control airflow through the
radiator.  It fills a large hole in the intake air path to the radiator.

It's only on cars with US bumpers.
