Kevin good though about your idea.
I see it (the idea technology) falling into bad hands highschoolers sending 
electro pulses to dis able me car or other classmates on the 
road.................

Too bad a form of this already exists:  Its called ON STAR...................
from FBI wire tapping to rental agencies monitoring speeds etc.
press the button and the advisor tells you of your location down to the block.
They can watch/monitor if they want..........
