Question 1) YES - in fact, once you install the bomb (half an hour
maximum), you'll be amazed at how much better the brakes are, and be
frightened that you were driving the car for so long with essentially no
brakes.
Question 2) Not by much. I've seen them for just less than $200. Russ
Southerland (?) was rebuilding them for a while, I don't know if he still
is. The rebuild consists of carefully drilling and tapping for a stud and
high pressure Schrader valve, and re-pressurizing the bomb to the required
2,500 psi of nitrogen (I'm not sure 2,500 psi is correct - whatever it is,
it is a LOT).
