Is the fuel expansion tank next to fuel tank necessary?

My '91 Coupe Quattro has a black fuel expansion tank next to the fuel tank. It
is not for fuel vapors as previously noted. 

According to my research, the fuel expansion tank is not present in FWD models
and only present in quattro models.

Can this fuel expansion tank be removed without any deleterious effects? 

There is a ball inside that rattles is the reason I want to delete the
expansion tank.
