I live in Seattle, where should I take my car?

Huw,
Please see http://www.up-times.com/Audi/part.jpg of the picture that I took.
Pardon the blur, its raining outside and I made the shot while blindly
aiming behind the rim - it took about a dozen tries to get it.
Anyhow, the part that the arrow is pointed to has certainly been replaced.
It lacks the grime and dirt that is all over everything else and looks
pretty much brand new. The bolt that I am pointing to is also not stock. It
has Teflon on the inside of the nut, which I have never seen used in
Automotive applications. Besides, its too shiny to have been original.
The part looks to be cast iron and likely broke/shattered on impact. I can
see some marks on the inside of the rim where it rubbed up against something
while rotating. I would think that the car was driven off the road after the
impact and then towed. The bastard previous owner obviously failed to
mention all of this.
I am thinking that the two 17mm bolts that hold this part to the suspension
fork may be in the wrong place causing my toe alignment condition.
Thanks,

What part was that?
