Someone correct me if I'm wrong, but wouldn't a harder bolt place 
additional stresses on the hub's threads?  If I remember from my 
material science class, you want both the hub and bolt to have similar 
material properties (elasticity, hardness, strength, etc) because it 
holds the load better.
