Although I am far from knowing what I'm talking about, many years ago my
brother moved to LA and had to pay a fee ( a few hundred dollars) to
bring his car into California.

Well, yes, but what does that have to do with this question?

The fee of which Huw speaks has gone away, victim of a lawsuit. In fact,
refunds were issued. A good service should take care of the HCs. Levels in
LA are tested on a dyno, and this car isn't OBD 2, so they use straight
tailpipe numbers. You're close on the HCs, a little high on the CO, and I
dunno about the NOX, they don't look at that where I live. I can probably
find out, though. Might wanna replace the O2 sensor. You could stop by my
shop (2 hours north in the wine country!) and we could do a pretest and get
it right so you could sail through the test. The car has to pass; there's
no fee and fix it later program. HTH, John
