I work in a finance group at UPS, so.......

UPS does not hold shipments to determine if the receiver has a broker.  They 
delivered my international packages right to my door.

UPS does charge a import document and document release fee.  They bill the 
recipient of the goods for this fee.  Ignore the bill.  They will send to a 
collection agency, but continue to ignore it.  They will go away.

The quoted rates one gets at ups.com are full retail.  If you have access to 
a corporate account, use it.  The discount from list is negotiated with the 
account rep and can be substantial -- especially for items that are oversize, 
require additional handling, or are international shipments.
