How was this verified?  Did you check that no voltage actually
appears at the fuel pump until after 4-6 seconds?

Here again, how did he rule out the injectors?  Did he actually hook up
a pressure gauge to monitor the system pressure?  Since the fuel pump
is new and the accumulator has been swapped, the likelihood for
a problem like this are that some of the injectors are leaking....
