A/C Woes - Type 44

This is on an '88 5000S Quattro. Having troubles keeping the car cool, in
checking I discovered that the heater valve is not closing. No vacuum to it
when in cooling mode. Does the heater valve get is vacuum from the
programmer. Also, I remember, from a couple of years back, someone had
developed a method for simply plugging in the approriate vacuum lines to
manually operate the heater & A/C but I can't locate it in the archives. Any
help on this front would also be appreciatted.
