Hard starting 89 Turbo

My car is very hard starting when cold . . . sometimes just a tiny bit of gas will start it, but it never starts wiith my usual procedure of not touching the gas pedal.  In fast, sometimes I have to give it quite a bit of gas.  It starts much better when it is warm.

Is there an adjustment to the Turbo of any kind?

Or, are there any parts to clean to resolve this?

I have put injector cleaner in with no change.  Thanks - Fay
