If the belt is good, then things to suspect:

Hydraulic pump, near the top front of the engine. The X-cap
seals may be leaking, repairable with a new seal kit.

The Hydraulic Pressure Accumulator (a.k.a. the Bomb) is also
suspect, (it should smooth out losses of boost) but if the pump 
is shot (or belt slipping) the pump should be able to keep up
in NORMAL situations (it will not keep up too well in panic 
braking full ABS situations).
