Climate control vacuum

There should be a one-way valve in the vacuum line to the reservoir. 
Perhaps someone replaced the hose in yours and ignored the valve?  Then 
when there is no vacuum/pressure in the manifold, the reservoir would 
lose its stored vacuum...
