poorly running 90q

What would cause the following in an 89 90q:

Simultaneously measuring oxy sensor and DPR current at warm idle gives 0.87
V  and 10.02 mA, both of which are steady.  I've checked all system
pressures, coolant temp sensor, both throttle switches, and about everything
else thats spelled out in both the Bentley and the Probst book.  When I
apply throttle quickly, the car misses severely, the O2 voltage goes low and
the DPR current gets close to 0.  No power on the street.  At higher rpms
than idle the O2 voltage hunts around like I think it should in closed loop,
but the DPR current stays at about 10 mA.  Any ideas?
