Except for the above line I followed everything you said here.
The CPR (or WUR) electrical circuit is just a heater, and it runs all
the time (as I recall). About the only thing it can do wrong is short
or open. Even if it is dead, the block will heat the WUR, but slower
than the heater will (similar in concept to heated OXS, sort of)
The temp of the WUR "block" then alters the control pressure via a
bimetallic doohickey to provide cold engine enrichment. I think your
car uses more sophisticated systems as well in this stage than the old
CIS did.
