oddly enough, i had used to have the same problem on my 90 coupe (non turbo) 
until I bypassed the heater core entirely because I think it was either 
clogged or leaking or both.  not had the problem since, and being in the 
south, I usually can get by with just heat from the engine blowing on my 
feet.

your findings may vary, but I'd check something like that, or even the 
heater valve, before tearing the head off the engine.......
is your oil murky?
