Thanks Bob. I checked the relay at work. It's OK

 I jumped across the relay contacts with the relay removed to run the compressor.

The programmer isn't switching the relay coil to ground. One side does have 12 volts. Ti's Bentley diagram sounds a little different than what I thought I saw so I'll double check tomorrow.

There are a few things which I believe can keep the programmer from switching on the compressor. WOT etc.

  Sounds like the relay could be the problem.  Jumpering it caused the compressor to operate and the system blows cold.
