Heater Core Temperature exchange valve

Hi!
I just replaced heater core in 93' S4 with a help of this list.
And I got a leak from where "temerature exchange valve(TEV) - according to
ETKA" meets heater core.
Heater core has smaller diameter then TEV and it's leaking now.
TEV is that rubber thing between shut off valve and heater core.
While everything was apart I took a look at TEV and it doesn't make sence to
me. What does it do? Why does it have to be there?
I'm thinking about finding peace of heater hose which will have different
diameters and place it with smaller to heater core and bigger to shutoff
valve.
Any ideas if that viable solution or may be you can suggest better solution?
