Here probably, too.  The ones I am running are basically "no name" 
remans, bought at a chain auto store.  With a lifetime warranty...

It sounds like, yes, your ign switch is sending down 12 volts properly. 
  There is still the possibility that the wiring can't deliver enough 
current, but if the bulb lights brightly and stays that way you should 
be ok.

I can't remember which terminal there is which (upper vs. lower, which 
is ign and which is the return), so, just for the heck of it, why not 
swap the two and see if you get any results?

And as I said, if you're down to the last test before biting the bullet 
and buying a starter, remove the old one and get it tested just top make 
sure.
