George,
I had the exact same problem with '87 5000 t q.
I think the problem may have happened after steeering rack was replaced, but
did not see any way to get the shaft to come out anymore even if I played
with the coupler where the shaft connects to the rack. I adjusted the
column switch so it sat out about 1/4" further leaving a gap between the
switch assembly and the dash. At least the horn worked fine and the turn
signal cancel function too.

My son was working on his 5ktq this afternoon, replacing the ignition
switch,
and after putting the steering wheel back on we noticed that the horn didn't
work any more. A check of the steering wheel shows that the steering wheel
is
not seated on the steering shaft as deeply as it was before. We tried
pushing
it on as hard as we can and we've torqued the nut on pretty tight, but the
steering wheel is still about a quarter inch further out then it was before.
Is there some trick to getting the steering wheel seated all the way down on
the shaft, like a specific torque setting, or a big rubber maller?
