That looks like your crankcase breather hose, and I'm surprised the car is
running with it in that condition - it creates a major vacuum leak and the car
won't run right.  Maybe both ends have been plugged up as a "temporary fix"?
You should fix it correctly, though.  After 12-15 years, these rubber hoses rot
out from all the oil exposure.  The replacement part is now a metal pipe
connected by very small sections of rubber hose.  You can get it for $60 from
Blaufergnugen.
