It's the PCV hose. The car will idle and run better when you replace it. Check online, as it's $$$ at the dealer.

Start by CAREFULLY cutting as much off as possible with a razor scraper. There are several products you can use after that. Goo-gone, acetone, alcohol, or tree sap remover are a few that come to mind. The sap removers work to varieing degrees. What generally works best is to let it sit on the sap for a while, loosining it.

>missing relays? what are all these wires?

Various jumpers. Get the Bentley for it, and start tracing. I wouldn't go pulling them without finding what circuits they power.

>My main ride (soon to be a 200 quattro if i can find a good one)

Wouldn't be too quick to get rid of it. The 200's are nice, but take a fair amount of time and money to be made "right". Great car once you go through it, though. Get as nice of one as you can afford, and fix from there. Some of the listers have done a lot of work to keep them nice through the years. That's the first place I'd check.
