NAC but VAG

Just a little question: patient is 99 VW Beetle (2.0)
Problem is intermittent, seems to be more pronounced when cold.
Symptom: starter will begin turning the engine over as is normal, then 1-2
sec. later disconnect, motor spins with decreasing RPM as if no power and
stops.  On the second or, rarely, third try all would be well and the car
starts and runs fine.  Put in new starter solenoid thinking that it did not
keep contact, no improvement.  Guessing either motor brushes or power from
ign. switch.
Will measure power but the car is away right now.
Just thought maybe someone found a solution for such symptoms - taking out
the starter is not that easy on this car.
