Black droplets on wheels...

Anyone know how to remove this?
Tiny black spots, like droplets on wheels. Not tar or blacktop residue but  
similar in that they feel like droplets on the surface. Pretty sure its brake  
dust related.
 
I've tried simple green and wheel "cleaners", tar remover and fine polish.  I 
believe steel wool would work but of coarse that will scratch the clear  coat.
