Bad ignition switch. It causes both problems - typically independently 
- but sounds very suspicious.
Could also be a short (intermittent) in the cluster that is draining 
power from spark.

I think you need to measure whether:

1. Power is applied to the fuel pump fuse when it does nto start
2. ditto coil
3. if those correlate with no dash lights

ps: let me guess, the power windows dont operate then either....
