T4 Terminal /BRRR cont'd

Thanks for your feedback on the Climate Control no-start.
Further diagnostics with the Bentley lead me to diagnose the problem as a
poor connection between fuse 17 and pin 25 in the Climate Control head
plug.
I'm getting 1 volt where I should be getting 12.
The current track mentions an intermediate connection at Terminal Block T4,
somewhere behind the dash / instrument cluster, and, of course, the
connection at the fuse box.
Any BTDTs concerning the likelihood  that its the fuse connection, vs. the
T4 terminal? Does anyone know of this terminal block? Do I have to pull the
cluster, or is it accessible from below?
I've already pulled the lower panel, heating duct, etc. on the drivers
side, and would rather get at it that way, if possible.
