No power on hills - help desperately needed

IMO this is a classic case of a plugged cat.  On my ex-Fox the element broke 
loose and plugged the outlet ... same symptom.  The amount of pressure that 
built up in the exhaust created a noticable hissing sound you could plainly 
hear with the windows rolled down.
